David is an experienced digital and technology leader with a strong track record of delivering transformation across the housing sector. As Director of IT and Digital Transformation at Incommunities, he leads digital, data and cyber strategy to improve services for more than 33,000 residents.
He specialises in applying technology to practical, customer-focused outcomes -modernising systems, improving data quality and insight, and ensuring services are designed around the needs of tenants, including those who may be vulnerable or digitally excluded. His work consistently links innovation to real-world benefits such as faster service delivery, better communication, and more efficient use of resources to sustain investment in homes and communities.
David has led major transformation programmes including the introduction of modern customer platforms, enhanced asset management systems, and data-driven performance frameworks that support better decision-making and regulatory outcomes. He is also a strong advocate for cyber security and responsible data use, ensuring tenant information is protected while enabling improved services.
Previously, David held senior roles at Accent Housing and Bradford Council, delivering large-scale, citizen-focused transformation, alongside governance experience as a former Corporation Governor at Bradford College.
